Abstract

Pengawasan fasilitas terminal bandar udara dilakukan oleh unit TIS (Terminal Inspection Service) sebagai pemenuhan standar pelayanan kepada pengguna jasa bandar udara sesuai Peraturan Menteri Perhubungan Nomor 41 Tahun 2023 tentang Pelayanan Jasa Kebandarudaraan di Bandar Udara. Bandar Udara Internasional Juanda Surabaya merupakan bandar udara dengan mobilitas penerbangan yang cukup sibuk di Indonesia. Penelitian ini bertujuan untuk mengetahui implementasi PM Nomor 41 Tahun 2023 pada unit Terminal Inspection Service juga mengetahui kendala yang dihadapi dalam upaya optimalisasi pengawasan fasilitas di Bandar Udara Internasional Juanda Surabaya. Penelitian ini merupakan penelitian deskriptif kualitatif dengan menggunakan data primer dan data sekunder. Data yang diperoleh meliputi hasil observasi selama penelitian dan melalui wawancara yang dilakukan pada unit Terminal Inspection Service serta data yang diambil dari arsip unit TIS dari tanggal 1 Agustus 2023 - 29 Februari 2024 di Bandar Udara Internasional Juanda Surabaya. Beberapa upaya dilakukan unit Terminal Inspection Service guna mengoptimalisasikan pengawasan fasilitas di terminal bandar udara baik terkait pengadaan maupun fungsionalitas fasilitas dengan tetap mengacu pada PM Nomor 41 Tahun 2023. Meskipun begitu, beberapa kendala juga dihadapi seperti miskomunikasi antar unit, kejadian tidak terduga, dan kerusakan berkepanjangan akibat faktor tertentu.
