Abstract

Transformasi sektor publik di era VUCA dan BANI menuntut organisasi pemerintah untuk menjadi lebih adaptif, inovatif, dan berkelanjutan. Dalam konteks tersebut, Knowledge-Oriented Leadership (KOL) menjadi pendekatan kepemimpinan yang penting dalam mengelola aset pengetahuan organisasi guna menciptakan keunggulan kompetitif berkelanjutan. Penelitian ini bertujuan untuk menganalisis peran KOL dalam membangun sustainable competitive advantage (SCA) berbasis kapasitas sumber daya manusia publik. Penelitian menggunakan pendekatan kualitatif melalui metode sintesis literatur dan analisis konseptual deskriptif. Data diperoleh dari artikel jurnal internasional primer yang dipublikasikan pada rentang tahun 2015–2026 dan dianalisis menggunakan teknik triangulasi data lintas literatur, konteks negara, dan perspektif teoritis. Hasil penelitian menunjukkan bahwa KOL berperan penting dalam mendorong knowledge sharinginnovative work behavior (IWB), transformasi digital, dan penguatan public service motivation (PSM). Namun, pengaruh KOL terhadap SCA tidak berlangsung secara langsung, melainkan dimediasi oleh praktik manajemen pengetahuan, iklim inovasi, pemberdayaan psikologis, dan kepercayaan organisasi. Penelitian ini juga menemukan bahwa budaya etis, integritas kepemimpinan, dan transformasi digital menjadi faktor strategis dalam membangun organisasi publik yang resilien dan terpercaya. Meskipun demikian, implementasi kepemimpinan berbasis pengetahuan masih menghadapi tantangan berupa intervensi politik, budaya birokrasi hierarkis, dan kesenjangan implementasi kebijakan.
