Abstract

Pendidikan adalah salah satu bagian terpenting yang harus diperhatikan oleh pemerintah, baik pemerintah pusat, pemerintah provinsi, maupun pemerintah daerah. Pendidikan yang unggul dan berkembang merupakan sebuah pengaruh untuk kualitas kehidupan berbangsa. Tujuan dari pendidikan itu adalah sebuah proses penangkapan ilmu dari yang dasar dan ranah ilmu yang kompleks. Sebagaimana kita ketahui, segala kebijakan yang pemerintah programkan untuk menopang kualitas pendidikan tidak selalu berjalan dengan maksimal. Tantangan dan hambatan sering dijumpai dalam proses pengembannya. Ada beberapa faktor yang mempengaruhi pendistribusian program pendidikan tersebut, diantaranya adalah kondisi geografis, budaya, dan sumber daya manusia. Tidak sedikit daerah dengan kondisi geografis yang sulit diakses mengalami ketertinggalan baik dari segi kualitas pendidikan maupun sarana dan prasarana yang memadai. Tak terkecuali Dusun Kepyar, Desa Kepyar, Kecamatan Purwantoro yang terletak di Kabupaten Wonogiri bagian Timur. Lokasi daerah yang berada di bawah kaki gunung menyebabkan jarak dari lokasi pelajar menuju tempat sekolah menjadi jauh. Hal tersebut menjadi perhatian lembaga kepedulian untuk mengambil alternatif dengan mendirikan rumah belajar. Dengan demikian tujuan dari penulisan ini ialah untuk mengidentifikasi bagaimana proses pengambilan keputusan tersebut bisa diimplementasikan.
