Abstract

Penelitian ini bertujuan untuk menganalisis fenomena peredaran obat secara daring di Indonesia dalam konteks kemajuan digital dan ancaman terhadap keamanan kesehatan masyarakat. Penelitian menggunakan pendekatan kualitatif deskriptif melalui studi pustaka dengan menelaah artikel ilmiah, laporan resmi, serta dokumen akademik terkini terkait kebijakan farmasi digital dan regulasi BPOM. Teknik pengumpulan data dilakukan melalui penelusuran literatur dan analisis dokumen, sementara analisis data menggunakan tahapan identifikasi tema, reduksi data, dan penarikan kesimpulan secara induktif. Hasil penelitian menunjukkan bahwa digitalisasi farmasi memberikan kemajuan signifikan dalam peningkatan akses, efisiensi, dan pemerataan layanan kesehatan, khususnya melalui platform e-pharmacy seperti GoApotik dan KlikDokter. Namun, di sisi lain, maraknya penjualan obat tanpa izin dan lemahnya pengawasan digital menimbulkan ancaman serius bagi keamanan konsumen dan integritas profesi farmasi. Implementasi Peraturan BPOM No. 8 Tahun 2020 masih menghadapi kendala karena keterbatasan sumber daya manusia, rendahnya literasi kesehatan masyarakat, serta minimnya tanggung jawab dari pihak e-commerce. Penelitian ini memberikan kontribusi teoretis terhadap pemahaman tentang Technology Acceptance Model dan governance gap theory dalam konteks farmasi digital, sekaligus menegaskan pentingnya kolaborasi antara pemerintah, pelaku usaha, dan akademisi untuk memperkuat tata kelola distribusi obat daring di Indonesia.
